On behalf of the Federal Ministry of Labor and Social Affairs (BMAS), infas has already conducted the second wave of the comprehensive “Representative Survey on the Participation of People with Disabilities”, or Participation Survey for short. The final report is now available.
The Participation Survey is the first survey of its kind in Germany. The empirical study focuses on the opportunities for and barriers to participation experienced by people with an impairment or disability. Based on the International Classification of Functioning, Disability and Health( ICF), participation in various areas of life is examined. A particular focus is placed on the opportunities for self-determined living and the personal and technical aids and remedies that people with impairments and disabilities make use of.
In the first and second waves (2017-2021 and 2023-2024), around 27,000 people with and without impairments and disabilities were asked about their participation in all important areas of life. A major added value of the participation survey is that groups of people were systematically included in the survey who, due to their impairments, often do not get to speak for themselves, such as people who live in special forms of housing or institutions, people with hearing and speech impairments or with severe mental or cognitive impairments.
